Recently, seven departments jointly issued the "Implementation Plan for Deepening the Innovation and Development of Service oriented Manufacturing (2025-2028)", aiming to promote the deep integration of advanced manufacturing and modern service industries, and promote the high-quality development of the manufacturing industry. The implementation plan proposes development goals, aiming to create 50 leading brands and 100 innovative development highlands by 2028, and deploy 7 main tasks and 3 special actions to strengthen core content such as technological innovation, model promotion, and standard system construction.

Service oriented manufacturing is an important measure to promote the deep integration of advanced manufacturing and modern service industries, and to promote the integration of informatization and industrialization. Since 2016, relevant departments have introduced multiple policies to promote the development of service-oriented manufacturing. Despite achieving positive results, there are still issues such as insufficient supply of key technologies and an incomplete standard system. Therefore, the Implementation Plan has been introduced.

The Implementation Plan proposes to deepen reform as the driving force, strengthen technological innovation and model innovation, develop new quality productivity, and further enhance the role of service-oriented manufacturing in the high-quality development of the manufacturing industry by 2028. The goals include: completing the formulation of 20 standards, creating 50 leading military licenses, and building 100 innovation development highlands.
